After following pages of fixes, suggestions etc. without success, I give up
trying to install the toolbox. It appears that Vista is a system that does
more to protect us from ourselves than some percieved threat. I reduced
security levels to minimumor non existent to get it to install but nothing
works.

You could try creating a new user in Vista and see if it will install under
that user.
It may be some conflict with some other security software that is blocking
the install/download.
Another thought: do you have DEP enabled on your system to control more than
the default Windows processes?

You may want to contact Support.

Another thought:
Do you have User Access Control turned off?
If so, try turning it back on so that you can then get the prompt and allow
access during the download/install:
Control Panel - User Accounts - User Accounts - Turn User Account Control on
or off
(You can also look up UAC in Vista's Help for the steps)

DEP is similar (look it up in Help to see how to change it) If it was
increased to "all programs and services except.." then change it back to
"essential Windows programs and services only" and try again.

Thank you-that was the combination of magic I needed! After a series of weird
prompts and messages evrything works as usual. Again, thanks

Which one specifically?
UAC, DEP or both?

I just noticed that Network Status:
http://articles.moneycentral.msn.com/common/networkstatus.aspx mentions
this.
