I have an account with a bank (Netspend pre-paid debit card site
www.netspend.com ) that gives a Download Statement in CSV format and I don't
know / haven't been able to get MSX Money 2007 to read it or import it.

Money 2007 will File->Import only OFX and QIF statements. There are
some utilities that people have made to do a conversion, but I
expect these need to be tweaked for each source. CSV does not have a
specification and varies a lot.

The group for Microsoft Money is microsoft.public.money.
