First a story (admitedly a flame) and then some new information.

Having used the Toolbox for years with no update problems, I encountered the
problems posted in parts 1 and 2 of this subject. I contacted MSN support and
spent several days doing everything that they suggested, with no success.
Most of their suggestions were the same as those in parts 1 and 2. I was able
to show that MS Money 2007, its update, and the original version of the
Toolbox all installed OK. The latest Toolbox update didn't. The problem
clearly appeared to be with the update or its interaction with Vista. The
final response from MSN support was that I should contact Vista support about
the issue. I pointed out that others will encounter this problem, MSN support
needs to understand the cause and solution and they are in a better position
to contact Vista support than I am. They said no and they were closing the
problem. I looked at Vista support and it was going to cost me $60 to solve
MSN's problem for them. I then turned to the forum and got the answer.

I did two things to resolve the problem: turning on User Account Control and
deleting the cookie mentioned. I then turned off User Account Control,
rebooted, and I no longer could see the charts. I turned it back on and the
charts were back. It appears that User Account Control needs to be turned on
for both the update and to actually have the Toolbox work. I doubt the cookie
really needs to be deleted for the update but I don't care to test that
theory. Unfortunately I consider UAC to be a gigantic PITA so I won't run
with it on. Of course I will have to turn it back on if I want charts. What a
pain.

I consider this a bug and would report it to MSN support but I have given up
on that process. Where ignorance is bliss, 'tis folly to be wise.
