MSN Portfolio "already being installed" message preventing i

I'm running Vista. Installed portfolio fine and was working. Now I
get this message:

"The MSN Money Investment Toolbox is already being installed or
updated on this computer. Once that installation or update is
complete you'll be able to use the Toolbox."

Then I get the Enlarge/reduce Portfolio but in the box below I just
get small box with a red "X"??????

I went through the process to add as trusted site...and was working
fine???

Suggestions???

Thanks,
I did have user access control turned off. Turning it back on
fixed the problem. However, I suspect I have a problem where
portfolio wants to update constantly. Have to check that out further

Un-tick Portfolio->UpdatePrices->UpdateAutomaticallyEvery__Minutes.
